SCAG Digital Action Plan, Final, April 2023

The growth of the SCAG region in the past three decades has been significantly impacted by disruptive technological changes, such as the internet, computers, and smartphones, which have revolutionized the way people access information. These technological advancements have enhanced various aspects of life, including financial services, businesses, work, education, healthcare, and commerce. However, despite the benefits of technology, there remains a significant population in the region who do not have access to it. This became apparent during the COVID-19 pandemic when those who were unconnected faced severe disadvantages in accessing healthcare services, food services, telework, and e-learning. As society becomes increasingly reliant on technology, the disparities between those who have access and those who do not will widen.

To address this issue, the SCAG Regional Council adopted Resolution No. 21-629-2 on February 2, 2021, committing to assist in bridging the digital divide in underserved and unserved communities. The resolution directed the staff to develop a Digital Action Plan, which outlines the agency’s actions to provide digital accessibility and foster an equitable, prosperous, and resilient region for all residents.

The Digital Action Plan is guided by a bold vision, goals, and a set of actions and deliverables, and is driven by staff committed to equity, innovation, and resilience. With faster broadband speeds and better devices becoming more critical in the post-COVID-19 society, the plan aims to bridge the digital divide and ensure all residents have access to the digital world, regardless of their socioeconomic status.
