Federal Transportation Improvement Program
The Federal Transportation Improvement Program (FTIP) is a federally mandated, four-year program of all surface transportation projects that will receive federal funding or are subject to a federally required action. The FTIP is a comprehensive listing of such transportation projects proposed over a six-year period. As the metropolitan planning organization (MPO) for the region, SCAG is responsible for developing the FTIP for submittal to the California Department of Transportation (Caltrans) and the federal funding agencies. The FTIP for the SCAG region is developed in partnership between the six county transportation commissions (CTCs) of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura, as well as Caltrans Districts 7, 8, 11, 12 and Headquarters.
This listing identifies specific funding sources and fund amounts for each project. It is prioritized to implement the region’s overall strategy for providing mobility and improving both the efficiency and safety of the transportation system, while supporting efforts to attain federal and state air quality standards for the region by reducing transportation related air pollution. Projects in the FTIP include highway improvements, transit, rail and bus facilities, high occupancy vehicle (HOV) lanes, high occupancy toll (HOT) lanes, signal synchronization, intersection improvements, freeway ramps, non-motorized projects, bicycle, and pedestrian.
The FTIP must include all federally funded transportation projects in the region, as well as all regionally significant transportation projects for which approval from federal funding agencies is required, regardless of funding source. The projects in the FTIP have been found to be consistent with SCAG’s approved Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS).

THE 2025 Federal Transportation Improvement Program (FTIP) implements transportation projects for fiscal years 2024-25 through fiscal years 2029-30 as planned in the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy. The FTIP comprises three volumes: Executive Summary (Volume I), Technical Appendix (Volume II), and List of Projects (Volume III (Part A & Part B). Volume II includes the federally required conformity analysis and findings for the SCAG region. Volume III includes a county-by-county breakdown of local highway, state highway, and transit projects.
On June 6, the SCAG Regional Council authorized the release of the draft 2025 FTIP for a 30-day public review and comment period. The comment period was open from July 12 to Aug. 12.
The SCAG Regional Council adopted the 2025 Federal Transportation Improvement Program (FTIP) on Sept. 5, 2024.

Each proposed amendment to the 2025 FTIP contains comparison reports of all projects submitted in an amendment requiring a 10-day public review before being submitted to the approving agencies, i.e., Caltrans, Federal Highway Administration, and Federal Transit Administration (FTA). Along with the comparison reports, the link also contains the Financial Plan and Conformity Determination report associated with the amendment.
SCAG is relying on the public participation process for the FTIP to satisfy FTA public participation requirements for the transit Program of Projects (POP). The public notice of public participation activities and the time established for public review of and comments on the FTIP will satisfy the POP requirements.
Subject to revisions to address comments received during the public review period, the proposed FTIP Amendments will be the final program unless amended, and a final notice will not be published.

Effective Feb. 14, 2012, Caltrans delegated SCAG the authority to approve Administrative Modifications to the Federal Statewide Transportation Improvement Program. 2023 Adopted FTIP

The Federal Transportation Improvement Program (FTIP) is a listing of multi-modal transportation projects proposed over a six-year period for the SCAG region. The projects include highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, active transportation, signal synchronization, intersection improvements, freeway ramps, etc. SCAG produces a biennial FTIP update for the region on an even-year cycle.
The FTIP is prepared to implement projects and programs listed in the Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS) and is developed in compliance with state and federal requirements. The six County Transportation Commissions (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) in the SCAG region have the responsibility under State law of proposing their county program, using current RTP/SCS policies, programs, and projects as a guide, from among submittals by cities and local agencies. The locally prioritized lists of projects are forwarded to SCAG for review. From their lists, SCAG develops the FTIP based on consistency with the current RTP/SCS, inter-county connectivity, financial constraint and conformity determination.

The Southern California Association of Governments (SCAG), as the Metropolitan Planning Organization (MPO) for the six county region of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura, is required to develop the Federal Transportation Improvement Program (FTIP). The FTIP is a list of transportation investments priorities in the region that is consistent with the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). Additionally, SCAG, as the designated recipient for the urbanized areas of the Los Angeles-Long Beach-Anaheim, the Riverside-San Bernardino, the Murrieta-Temecula-Menifee, the Indio-Cathedral City, the Lancaster-Palmdale, and the Santa Clarita areas, is responsible for publishing the Program of Projects (POP) for Federal Transit Administration (FTA) Section 5307, 5337, and 5339 funds. The POP may also include Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Block Grant (STBG) funds which are considered “flexible funds.”
The FTIP is developed though a bottom-up process by which the six county region works with their local agencies and public transportation operators, as well as the public, to develop their county Transportation Improvement Program (TIP) for inclusion into the FTIP. Projects in the FTIP are programmed with various fund sources, including FTA funds. The POP, like the FTIP, is developed through a bottom-up process. SCAG is relying on the public participation process for the FTIP to satisfy FTA public participation requirements for the transit POP. The public notice of public participation activities and the time established for public review of and comments on the FTIP will satisfy the pop requirements. Subject to revisions to address comments received during public review periods, the FTIP (and POP) as revised by a proposed amendment will be the final program unless amended, and a final notice will not be published.

Federal law, Title 23 CFR §450.334, requires that the Southern California Association of Governments (SCAG), as the Metropolitan Planning Organization (MPO) for the six county transportation commissions (CTCs) region of Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura, publish a listing of projects that obligated federal transportations funds in the previous federal fiscal year including investments for highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, bicycle and pedestrian transportation facilities, signal synchronization, intersection improvements, freeway ramps, etc.
The annual listing report includes all federally funded projects authorized or revised to increase obligations in the preceding program year. The report is divided into two sub listings: the Federal Highway Administration (FHWA) funded projects, which includes state and local highway projects, and the Federal Transit Administration (FTA) funded projects, which includes transit projects. The obligation report information is derived using Caltrans, FHWA, FTA, and SCAG data sources.
In the SCAG region, the CTCs, in communication and collaboration with local agencies, public transportation operators and the public, work to develop their respective county transportation improvement program. SCAG, in consultation and coordination with the State, CTCs, along with public transportation operators, compiles the obligation information to produce and publish the annual listing of obligated projects according to public participation criteria for the FTIP. Note: Projects included in the Annual Listing of Federally Obligated Projects may have additional federal funds programmed in future fiscal years of the FTIP.
