REAP 2.0 Updated Program Development Framework & Information Sessions
Governor Newsom’s proposed draft fiscal year 2025 state budget could reduce SCAG’s $246 million Regional Early Action Planning (REAP) 2.0 allocation by 50 percent. SCAG staff have already allocated $192 million through formula-based and competitive programs. SCAG, with strong support from state leadership, is advocating for the governor to reconsider these cuts.
To ensure stability amid budget uncertainty, SCAG staff have revised the REAP 2.0 Development Framework and expenditure plan to prioritize available funding. This plan will align with the program’s core objectives and guiding principles outlined in the updated REAP 2.0 Framework. The revised framework and draft expenditure plan will be presented to the Executive/ Administration Committee and Regional Council this summer. Upon approval, work on projects in Phase 1 could resume.
The updated Program Development Framework and draft expenditure plan are now available for review and feedback. Please submit your input by Wednesday, May 22, by emailing your comments to REAP2@scag.ca.gov.
Register for an Information Session
SCAG staff will conduct two virtual information sessions on the framework update and phased expenditure plan. The sessions will be held on Tuesday, May 14, at 10 a.m. and Wednesday, May 15, at 1 p.m. REAP 2.0 awardees are encouraged to attend and provide input.
